MTSD's Strategic Plan

Our strategic plan, which is updated every three to five years, is a critical tool in guiding our district’s mission, vision, and strategic direction, unifying efforts across our organization. This process follows Board Policy #0117, which requires regular updates to the district’s mission, vision, goals, and objectives.

2025-2028 Strategic Plan

Following a comprehensive review and planning process, the MTSD Board of Education approved the District's 2025-2028 Strategic Plan in March 2025. The new plan builds on the 2021-2024 version to address new challenges and community needs.

MTSD's Long Range Master Plan

We began a process to thoroughly assess facilities and learning environments in fall 2018. Environments were analyzed for their capacity to support projected enrollment growth; provide flexible, safe and secure environments; support community recreation and athletic usage; and manage ongoing infrastructure maintenance needs.

The school district partnered with Eppstein Uhen Architects to help facilitate the development of this all-encompassing 10-year framework that aligns the organization’s current reality, impending forecasts, strategic direction, and the community’s priorities.

Long Range Master Facilities Plan: A Framework for Our Future

The MTSD Board of Education approved the Long Range Master Plan: A Framework for Our Future on July 22, 2019.

The plan highlights strengths in facilities, including well-maintained buildings. The district has a maintenance program in place to prioritize and address ongoing facility maintenance and building conditions. The report also identifies strengths in safety and security and technology infrastructure.
The plan also identifies challenges, including projections that point to inadequate classroom space to meet expected enrollment growth at the elementary level. Outdated classroom configurations at all schools are not conducive to student-centered teaching and learning. Site circulation and traffic flow also present challenges at all campuses. The Framework for Our Future includes solutions to address these challenges.

Spring 2018	Strategic Plan Finalized (2018-2021) The Strategic Plan identifies the creation of a long range facilities master plan. 2018-2021 Strategic Plan
September 19, 2018	Request for proposals released for facilities master planning partner.
November 26, 2018	Eppstein Uhen Architects selected by committee as long-range planning partner. EUA has a proven track record in long-range planning in K-12 education, and a clear focus on authentic public engagement.
November 2018- July 22, 2019	MTSD and EUA work collaboratively to develop the long range master plan, which is referred to as 'A Framework for Our Future.' The process to develop the plan involved a comprehensive analysis of the district’s facilities. EUA conducted interviews and site assessments at each district building to examine the state of its facilities and space requirements. Facilities and learning environments were analyzed for their capacity to support projected enrollment growth; provide modern, safe and secure environments; support community recreation and athletic usage; and manage ongoing infrastructure maintenance needs.
May 7, 2019	Request for proposals released for construction management firm. The limited term of this engagement is to review the district's maintenance and facilities plans.
April, 2019	MTSD hosts community workshops to engage community. Three community workshops are held to provide stakeholders with an update and an opportunity to provide input on the future of MTSD facilities. April Community Workshops: Presentation and Community Feedback
