Why MTSD?
Why MTSD?
Meeting the Needs of All Learners
Our educational program builds on students' interests, challenges them to grow as individuals and become independent, confident, self-advocates. Students experience a wide array of possibilities in and out of the classroom through exposure to art, music, theatre, world languages, STEM curriculum, athletics, and co-curriculars activities. MTSD also offers a dynamic half-day 4K program, band, choir, and the only school orchestra program in Ozaukee County.
Student Success
Creating a coherent and aligned continuum of education requires a shared passion and purpose among educators and staff, and a common system for supporting innovation and accelerating student growth. We are proud to be recognized as an exemplary educational leader, consistently named among the finest schools in the state of Wisconsin.
Preparing Students for the Future
In a rapidly changing world, we recognize that many of the jobs our students will hold in the future are yet to be imagined. That's why we not only teach students what they need to learn, but also how they need to learn. Students engage in experiences that grow and foster their skills in critical thinking, problem solving, collaboration, communication, and inquiry - skills that will serve them well no matter what the future holds. To personalize each student's educational journey, all students in grades 6-12 participate in Academic and Career Planning.
Creating a Culture to Sustain Excellence
Relationships, trust, attitudes, and expectations shape and influence a school culture. The culture we actively work to build and sustain within each of our schools is one of respect, responsibility, fairness, citizenship, equity, diversity, and inclusion. It is a culture where employees are valued and understood as our most valuable asset in achieving our mission and vision. And it is a culture that embraces collaboration and engagement with parents and community members.
Maintaining Operational Strength
We strive to build trust and add value among all members of our community through effective management of resources while creating and maintaining the best possible environment for growth. A strong public school system benefits stakeholders in many ways, and we are proud to contribute to the continued vitality of the City of Mequon and Village of Thiensville.
Our Commitments
From the day a child is born the countdown begins. We have a short time to do the critically important job of preparing each child to take on the world. It is the reason the Mequon-Thiensville School District exists—to launch our children to a promising future.

Academic & Career Planning
Our Academic and Career Planning program, or ACP, authentically engages students in developing their future identity by providing meaningful experiences and making learning connections to build confidence, gain focus, and develop the passion that informs their career pathway. Our objective is that students will develop their sense of internal motivation and a vision for their future so that each student graduates with a sense of purpose, capable of taking advantage of vast opportunities to reach his or her career aspirations.
Climate and Culture
Coherence
We foster successful and sustainable change by building a collective purpose, collaborating to analyze data and design improvement efforts, growing individual and system capacity to accelerate improvement and support innovation, and by setting measurable goals to guide improvement efforts. Improvement goals are aligned at the district, school, team, and individual levels.
Community Partnerships
Continuous Improvement
We achieve our mission through the implementation of systems and processes that engage staff in improvement efforts. These efforts are grounded in data-informed analysis and research-based actions to attain and surpass measurable goals, aligned with desired outcomes. The district has established systems to help principals, school leadership teams, and district administrators establish and reaffirm a shared purpose for teaching and learning with an ultimate goal of continuous improvement.
Equity, Inclusion, & Cultural Responsiveness
We are responsible for the futures of all students, regardless of background, home situation, or family resources. We believe that every student can learn and achieve at high levels. Our commitment to success for every student is rooted in the ideals of both equity and excellence. Educators continue to work toward high achievement for all by striving to personalize teaching and learning so that each student has what he or she needs in order to succeed. We embrace a culture of equity and actively work to grow educators' capacity to serve each student according to his or her needs.

Exemplary Student Achievement
As students move through their 4K-12 academic careers, they strive for and reach a number of key milestones. We have identified seven milestones that benchmark our efforts in ensuring that all students will experience college and future career success. Our Milestones for College and Career Success include measurable outcomes that allow us to monitor student progress in preparing for postsecondary success. Our goal is that when students graduate from high school, they have the knowledge and skills necessary to succeed in postsecondary education. Each milestone is rigorous, encouraging our students to develop higher-level thinking and problem-solving skills.

Fiscal Stability & Responsibility
Business services staff members work in concert with district administrators and staff, the board of education, government agencies, and other individuals and groups to ensure the highest degree of safeguarding and transparency of the public's assets. The Mequon-Thiensville School District has been affirmed at the highest rating possible, Aaa, by the bond rating agency Moody's, making the district one of only four in the state to hold the top rating. This bond rating is attributed in part to the district's strength in fiscal oversight.
Growing Professional Capacity
Educators are our most valuable asset in achieving our mission. We invest in our educational professionals by growing their professional capacity through the creation of systems and structures which ensure that we are working together to determine how each student learns best and incorporating this into our collaborative efforts to analyze data, design proactive instruction, and select effective strategies for all learners.
High Quality Instruction
School Safety
Parents entrust schools not only with their child’s intellectual development and social growth, but also with their child’s safety and well‐being during the school day. Safeguarding the members of our school communities—our students and staff members—is of the utmost importance to us. To that end, we have established protocols and procedures for the prevention of, preparedness for, and response to emergency situations.

Achievements and awards are noteworthy, but what distinguishes the Mequon-Thiensville School District is the unrelenting dedication of our workforce, parents and the community to the success of all students. Our calling is to launch each child into their own best version of success. The following report to the community details our commitment to meeting the needs of all learners in order to prepare them for the future, how we strive to sustain a culture of excellence, and how we manage our resources for continued fiscal strength.
Milestones for Post-Secondary Success

We have identified seven milestones that benchmark our efforts to guide our efforts in ensuring that all students will experience college and future career success. Our Milestones for Post-Secondary Success include measurable outcomes that allow us to monitor student progress in preparing for post-secondary success. 2020-21 Summary of DPI Report Card Changes
Changes to the Report Card Scoring System
As part of the state accountability system, the DPI produces report cards for every publicly funded school and district in Wisconsin. The current school report card is primarily based on last year’s performance during the 2020-21 school year. Due to the COVID-19 pandemic, DPI encourages caution when interpreting scores and ratings on the 2020-21 report cards. New in 2021, the following adjustments were made to the scoring system used in created the report cards:
- Adjustment to the Overall Score Rating
- Achievement data is based on data from 2017-18, 2018-19, and 2020-21 school years
- Closing Gaps now referred to as Target Group Outcomes (focusing on a single target group of students, composed of students in the bottom 25% based on the prior year's test results, which were from the 2018-2019 school year)
- No deductions for not meeting dropout and absenteeism specific rates
Four Priority Areas
Though these report cards do not demonstrate the sole measure of student achievement in MTSD, they are a resource the district uses to reflect on our strengths and areas for improvement. They also provide a helpful point of comparison against other comparable Wisconsin public school districts. At the foundation of the report cards are four priority areas. Schools and districts receive a score for each priority area:
- Achievement - proficiency in English language arts (ELA) and mathematics on the annual state assessments
- Growth - year-to-year progress in ELA and math achievement
- Target Group Outcomes - outcomes for students with the lowest test scores: the Target Group
- On-Track to Graduation - reliable predictors of how successfully students are progressing toward completing their K-12 education
2019-20 Report Cards (Not Issued)
Per the Wisconsin DPI: 2019 Wisconsin Act 185 prohibits the release of school and district accountability report cards in the 2020-21 school year. This means OEA will not issue school or district report cards for 2019-20.
